Tags Need Maintainers, Not Just Autocomplete

Let people create tags freely and within a year you have testing, unit-testing, unit-tests, test and tests, each with a fraction of the questions and none with enough to be useful.
Every Tag Has a Written Scope
Before a tag exists here, someone writes two sentences on what belongs in it and what does not. This sounds bureaucratic and takes about five minutes. It settles ninety percent of future arguments about whether a question was tagged correctly.
Synonyms Are Merged, Not Banned
People will type the wrong variant forever. Rather than fighting it, each tag carries a synonym list that silently redirects. The asker gets no error and the archive stays consolidated.
Pruning Is the Unglamorous Half
A maintainer reviews questions that arrived under their tag and removes the ones that do not belong. It is dull, it takes twenty minutes a week, and it is the entire difference between a tag you can browse and a tag you cannot.
Why Maintainers Are Named
Anonymous curation invites suspicion. Every tag page here shows who maintains it, which makes disputes a conversation with a person rather than an appeal to an invisible process.
